Renee' Lorica is trying to get permits for radio tracking these animals to find out more about them. So far, she's been asked to submit a hundred different requirements - most of which were not mentioned to her during her prior visits; She has been at it for almost a month now. Meanwhile, people continue to hunt the animal. It makes me want to add another reason for species decline: red tape.
